Hmm, in this world does the government not bother with followup wellness checks from social services? I'd imagine real life systems like foster care involve a few visits from the state since shrinkies wouldn't have the ability to go out and seek them on their own. And in this case the government is shelling out $60,000 annually per victim, which would be drastically reduced if the state would step in and reclaim the shrinkies and directly act as the ward for shrunken communities. If they could reclaim the shrinkies as wards of the state for protection as well as exspenses, I think they realistically would. If Kat's behviour gets particularly malicious or abusive, it could setup a development arc. If one of her friends that didn't shrink and became a guardian and kills or seriously injures one of her family charges, or if the news reports a number of abuse cases starting to occur, it could be the impetus for character development for Kat.


A possible scenario: The government is suddenly spurred into action by vocal public outrage over vulnerable shrinkies being abandoned in abusive situations by the government. A report comes out on the news about the latest case of a guardian abuse incident. In Kat's city or state someone loses guardianship and is arrested after one of their ward escapes to a neighbors house and has a recorded emotional breakdown in a police interview while explaining everything they went through. How a past "accident" where one of their parents or siblings was crushed was actually a cruel and slow torture/murder. How they were sexually or physically abused, starved regularly, or neglected in dark boxes for days. If Kat has done things cruel enough to leave her parents or brother broken sobbing messes and learns of the new wellness check program, is she going to feel guilt and shame and seek atonement from them or will she threaten/manipulate them into obeying her and lying to social services to keep her toys and cash?
