Whoa! This is awfully convoluted. I mean; if Uncle Sam's intention was to use Andrew as the first human guinea pig for the shrink ray, why go through all this trouble to make sure he opens an Egyptian branch of Hooters? Are they going to use it as an anti-terrorist weapon, and officially list his shrinkage as "collateral damage?"
