A little rushed.  Could have done a lot more with it, as it is an interesting concept.  I would encourage you to revisit and enhance this story.  "Prison Memoir" is a whole genre of its own and can be very effective when the convicted knows his fate is to be swallowed whole.  

BTW: "Budget Cuts" made me laugh.  Well played, sir.
