Author's Response: That's why I used him! To amalgamate the usage of conditionally-paroled super-villains by Task Force X, with the Silver Age Atom's favorite mode of transportation (without actually having to depict the latter).

Great idea to use the Impossibles' enemy the Terrifying Tapper. Wouldn't he it be great to see a chase through the phone wires with the Atom pursuing the Tapper?
