She might also be head disposal officer/specialist or something along those lines, sounds offical, since she is the first and has the most experience. And considering how imortant the feet are, the uniform/toolset that use them has got to be varied, not eveyone will be so good barefoot and might want a more distanced or separated approach via heels wedges of platforms of some varieties.
But like you said, we'll have to wait and see.

Haven City is those kind of utopias which are actually destined to become a dystopia. I'm quite sure that if shrinking was possible they would do something like this (afterall they've already shown this idea in the movie Downsizing), and I would apply even if I believe:
- the city would be filled with cameras even in homes, to basically work as a big social experiment laboratory (they already did something similiar with rats, they built a rat city to study their behavior)
- those who control the city have sheer power and can do anything they want, while those inside are completely helpess. The owners would be scientists with zero etical issues
- there would be no sexy giantess :(

Realistically, if shrinking tech do exist, this would be accurate. They would saw the public as mere subject for their research and experiments while giving full control to the owners.
No sexy giantess, this reality hurts deep in my soul :(
