Oh yes, in fact, throughout the 1992 DCAU Batman cartoon series, I noticed that a number of villains' origins involved being victimized in some way themselves first. Eg Clayface, Riddler, Mr Freeze, and even Penguin copping a bad treatment by Veronica Vreeland while on the brink of reform.
