In this story Basil has bullied a mouse into shrinking all his friends and is now forcing him to feed them to him. Basil is fairly cruel here, maybe to the point of being out of character but if he thinks he can he can be a mean bully. In this circumstance he knows he can be as mean as he want and no one will stop him. This story is a bit of a prequel to Customers are a Pain in the Ass.
